- Significant client contact and was responsible for identifying and procuring those services of Aon personnel that would be most appropriate for the client.

Regional Transportation Authority, Chicago – From 1985 through most of 1986, lead the project to help the RTA manage the liability insurance crisis that existed at that time.  Using the services of Aon actuaries and my reinsurance underwriting experience, proposed the establishment of a self-insurance trust under a little known section of Illinois insurance law.  Utilizing this trust entity, the RTA and its investment bankers were able to raise $40 million in a bond issue to make it the largest self-insurance trust in the US.  This reduced insurance costs by and estimated $100 million over 10 years, and later enabled the RTA to raise substantially more capital through additional bond issues at lower interest rates for other projects, further saving the taxpayers substantial sums.

Special Districts Association of Colorado – From 1986 to 1988, was the project leader for the establishment of a special-purpose, successful insurance company, created to solve the liability insurance crisis for small public entities in Colorado.  By taking advantage of little used sections of Colorado insurance law, utilizing inter-governmental agreements to raise capital in the form of notes, and by establishing a reinsurance program that was unique for this type of governmental program, Aon was able to obtain insurance commissioner approval for this insurance company.  It has been profitable and substantially reduced the insurance costs of participating Colorado special districts.
